The Personal Financial Management Program provides personal financial education, training, and counseling at no cost to Marines/Sailor and their families.  A solid understanding of personal financial situations will give you a better chance of achieving financial success during your career and help build confidence in facing financial challenges and responsibilities.  The program delivers training and education to service members and their families regularly at the unit level or individually.

Personal Financial Management

WHAT IS A CFS?

The Command Financial Specialist (CFS), as the officially designated command representative, is the core of the Personal Financial Management (PFM) program. The basic function of the CFS is to provide financial education and training, counseling, and information referral at the command level. 

The CFS establishes, organizes and administers the command’s PFM program, including:

  • Command’s principal advisor on policies and matters related to Personal Financial Management,
  •  Facilitate financial classes through General Military Training, and
  • Provide personal financial counseling and referral to appropriate authorized resources.

 

CERTIFICATION

Candidates are nominated by their command and must complete the initial CFS Training offered by the Personal Financial Management Specialist. The CFS designation is a matter of record to be entered into their MCTIMS/MCTFS (voluntary assignment billet code: CPFS).

 

REQUIREMENTS

• E6, WO, O1 or above.

• Highly motivated and financially stable

• Successful completion of CFS training course

• Designated, in writing, by the Commanding Officer

• Minimum of one year remaining onboard present command

• Successfully completed Personal Readiness Seminar (PRS) Survival Skills Training J3OP-US1395 on JKO

• Participate in continuing education, including, but not limited to, periodic CFS forums and CFS refresher training at least every 3 years

National Foundation for Credit Counseling (NFCC) and its member agencies may be able to help. Counselors are available by phone around the clock to assist if you are experiencing job loss, temporary loss of income or financial hardship during this time.

The National Foundation for Credit Counseling (NFCC) call number is 800.388.2227, one of their member agencies answers the phone.  The NFCC is a non-profit and many of the agencies under its umbrella are non-profits. They obtain funding through state and local credits and credit agencies. Also they receive 'donations' from credit agencies. (Percentage of debt collected). They are not debt collectors with misleading and dishonest collection tactics. Minimum fees but they are fees. Also many on the Non-Profits agencies charge fees. Examples: (a) Set up fee of $45. (b) Credit Health Education session is $65 for single person. Couple is $85 dollars. (c) Debt Management Plan (DMP) monthly fee of $75. Fees depend on which member agency answers the phone.

Introduces the Marine for Life Cycle and provides resources to help Marines improve personal and financial readiness. Required within first 90 days at first duty station. Fulfills one of the requirements for first-time use of tuition assistance.
